Subject: WORKERS COMPENSATION BOARD (W.C.B. ) - TOWN'S 1991 STATISTICS
Recommendations:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT Report TR-69-92 be received for information;
1.0 BACKGROUND
1. 1 The Workers , Compensation Board (W.C.B. ) issues an annual
Firm Detail Profile under the Occupational Health and Safety
Education Authority. The Town of Newcastle's profile data is
as of December 31, 1991 and four key sections will be
explained for Council 's information. These sections include:
1) Current Year Reported Costs Statistics; 2) Financial
Statistics and Lifetime W.C.B. Premiums; 3) Frequency
Statistics; and 4) Types of Claims .
1.2 Current Year Reported Costs Statistics
The reported W.C.B. costs for 1991 totalled $73,775 ( 1990;
$64,830) and were comprised of compensation costs, pension
costs and medical aid costs to the Town's injured workers.
1.3 Financial Statistics and Lifetime W.C.B. Premiums
The financial statistics section indicates the yearly W.C.B.
Premiums (Payments) compared to the W.C.B. Costs for the
Town's injured workers . The premiums for 1991 were $148,485
( 1990; $140,080) versus reported costs of $73,775 (1990;
$64,830) . In other words, the Town's percentage of payments
versus costs was 49 . 68% in 1991 and 46 .28% in 1990 .
The Town's lifetime W.C.B. premiums (payments) as of
December 31, 1991 totalled $1,110,964 versus reported costs
of $365,518 .

1.3 Frequency Statistics
The number of compensable injuries resulting in worker lost time
and/or where temporary compensation benefits were awarded in 1991
was nine (9) versus fifteen ( 15) in 1990. The number of medical
aid (health care only) claims was twenty (20) in 1991 and twelve
(12) in 1990 .
In addition, the compensable injury frequency rating for the Town
in 1991 was 19 . 35% ( 1990; 32 .45%) compared to the injury
frequency experience rating of 21. 15% in 1991 ( 1990; 22 . 66%) for
all municipalities in Ontario.

1.4 Types of Claims
The following is a description of the nine (9) compensable
injuries reported in 1991:
Public Works: two (2) ; foot, forehead
Fire: three (3) ; foot, shoulder/hand, face
Community Services: two (2) ; back, hip/chest
Planning: one ( 1) ; back/arm
Treasury: one ( 1) ; back/arm
A total of twenty (20) medical aid claims were reported in 1991
that required minor medical treatment for the worker but resulted
in no lost time beyond the day of the accident. These types of
claims do not affect the frequency rating assigned by W.C.B.
2.0 Summary
The above statistics are summarized on Schedule "A" as per
attached.
The Town's W.C.B. frequency statistics for 1991 are lower than
the rating for all municipalities in Ontario. This is an
important and favourable rating since the frequency statistic
forms the basis for the Workers Compensation Board's penalty
assessment criteria that could at least double the W.C.B. yearly
premiums .
Since the Town's record of compensable injury frequencies has `
improved and is better than the average for all municipalities in
Ontario the W.C.B. penalty assessment criteria does not apply and
there is no immediate danger of an additional W.C.B. levy.
