Minutes of a regular meeting of Council held on the above
date at 7:30 p.m. in the Town Hall with His Worship Mayor

THAT the minutes of a Finance Committee meeting held on
September 8, 1966 be approved.

Mr. Ken Hooper appeared before Council and offered on behalf
of Citizen Band radio operators in the area, their services in
the event of an emergency. I~. Hooper cited an incident where
C.B. operators were instrumental in locating a lost child in
the Peterborough area. Another example given where the radios
could assist was the Santa Claus Parade.

THAT an offer to assist in cases of emergency, from area citi-
zen band radio operators, be gratefully accepted.

Four residents from the Walter Schleiss subdivision attended
the meeting to learn of action taken by Council with regard
to a request to have the 5% lands fenced, seeded and equipped
as part of the Centennial Project. l~. Wayne Thertell spoke
in opposition to the proposed park giving as reasons that the
land was too small in area to be of value as a park.

THAT the matter be referred to the Chairman of the Recreation
Department for his recommendations on the feasibility of the
land as a park to be submitted in writing for the next meeting
of Council.

THAT advice of a Clear Water Conference from the United Auto
Workers Union be received and filed.

THAT Council concur with the resolution-passed by the Council
of the Town of Elmira calling for a higher portion of education
cost to be borne by the Province.

THAT leave be granted to introduce the following by-laws:
1. By-law No. 1983 - a by-law to allow a discount on taxes paid
in advance.
2. By-law No. 1984 - a by-law to amend By-law No. 1966, being
a by-law to establish a system for the
collection and removal of garbage.
3. By-law No. 1985 - a by-law to amend By-law No. 1959, being
a by-law to provide for the payment of an
annual remuneration to members of Council,
and
4. By-law No. 1986 - a by-law to amend Zoning By-law No. 1587,
and that said By-laws be now read a first time.

THAT leave be granted to introduce the following by-laws:
1. By-law No. 1987,
being a by-law to authorize the issuing of
debentures in the amount of $102,743.37 to
pay the cost of the constructing the sani-
tary sewer, watermain and bridge on Base
Line Road,
being a by-law to amend By-law No. 1927 and
to provide for the issuing of $54,464.79
being part of the cost of constructing the
Public Library, .
being a by-law to amend By-law No. 1946
authorizing the issuing of debentures in
the amount of $53,727.00,
being a by-law to authorize the issuing cf
debentures in the amount of $24,009.95 to
pay the cost of constructing certain works
as local improvements under the Local Im-
provement Act, and
being a by-law to authorize the issuing of
debentures in the amount of $9,170.55 to
pay the cost of constructing a sanitary
sewer on Highway No. 2 as a local improve-
ment work,

quiring the public's co-operation not to litter King Street
with paper and soft drink bottles or it will be necessary to
pass measures to enforce compliance.

THAT a request of the Bowmanville Recreation Committee to hold
a Tag Day on October 1st be granted and a request to conduct
