CLARINGTON YEAR END 1993
Recommendations:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT Report PD -36 -94 be received for information.
1. POPULATION
1.1 The population growth for urban and rural areas in the Municipality
of Clarington from 1981 to 1993 is shown on Attachment #1. The
information presented for year end 1993 is calculated from the Year
End Assessed Population and adjusted to the Census basis. The
population figures reflect the urban boundaries shown in the
Official Plan for the former Town of Newcastle.
1.2 Between 1986 and 1991 Courtice was the major beneficiary of
population growth in the municipality. Since 1991, however,
Bowmanville has been the primary growth area in the Municipality
and on the basis of development activity, this trend is anticipated
to continue.
1.3 Other notable trends include an increase over the years in the
proportion of residents living in the urban areas. As expected,
these trends indicate that Clarington is experiencing a fundamental
shift as it moves away from being a semi -rural Municipality to an
increasingly urbanized Municipality.
2. DEVELOPMENT ACTIVITY
2.1 Table 2 provides the status of residential dwelling units in plans
of subdivision and site plan applications at January 1, 1994 by

dwelling type and location. Approximately 1,200 residential lots
are registered and a further 5,200 residential units are contained
in draft approved plans of subdivision. On the basis of building
activity since 1990 (approximately 675 units per annum), this
represents a 9 year supply of dwelling units. If, however, the
housing market returned to pre- recession levels (approximately
1,100 units per annum) , this represents a 6 year supply of dwelling
units.
2.2 The geographic distribution of housing in draft approved and
registered plans of subdivision is illustrated in Figure 1 below.
The strong future growth of the Bowmanville Urban Area is evident.
Courtice units account for only 19% of housing units in draft
approved and registered plans of subdivision. However, the
majority of units seeking draft plan approval which conform to the
Official Plan are located in Courtice. Several medium and higher
density site plans in Bowmanville and Courtice can be brought
forward when market conditions are favourable.

2.3 The breakdown of residential units by type in draft approved and
registered plans of subdivision illustrated in Figure 2 below.
Single detached homes account for approximately 50% of the units.
Semi - detached housing (including link homes) and townhouses account
for 24% and 20% respectively. The market is continuing to orient
their product to first time homeowners seeking lower cost housing.

3. SUMMARY
This report represents the most up to date population and
development activity information of the Municipality and is
presented to Council for information purposes. A Housing Report
will not be prepared in 1994 due to pressing work commitments for
the Official Plan Review.

The 1991 Assessed Population of for each area was proportionately adjusted on the basis of the ratio between the
Total Assessment population (47262) and the Total Census Population (49479).
1993 is estimated from Year End (December 31 st) Assessed Population of 52,121 and adjusted to a Census basis
on the same ratio as 1991.
