Oshawa on February 10, 2003, passed the following resolution:
"THAT the Council of the City of Oshawa requests the Council of
the Region of Durham to undertake a review of all options for
addressing the Region's space needs, that all outstanding

Summary of Correspondence - 2 - March 17, 2003
1 - 5 Marisa Kraus, Administrator, LCBO Agency Store Program, writing to Mr.
and Mrs. James Cockerham, regarding the new LCBO Agency at the
Hampton General Store. The LCBO uses a competitive process to ensure
the LCBO Agency store operators are selected in an equitable manner.
An advertisement announcing a competition is placed in a publication
serving the area and interested businesses advised of the process and
deadlines for the competition. Businesses that respond to the
advertisement and submit complete applications by the deadline in the
required form are rigorously assessed against set criteria. Parking,
storage facilities, and accessibility for physically challenged customers,
are three of the many varied criteria evaluated. The applicant with the
highest overall rating in each competition is chosen to host the LCBO
Agency store. Ms. Kraus also addresses in her letter issues of mandatory
Working SMAART (Strategies for Managing Age and Alcohol - Related
Troubles) training, hours of which alcohol is purchased, consuming
alcohol in public, storage of alcohol within the store and parking.

February 12, 2003, passed the following resolution regarding the Durham
Region Official Plan Review - Status Report:

-7 Paul Stewart, Planner, Policy and Special Projects, City of Oshawa,
advising Council that the City of Oshawa on February 3, 2003, passed the
following resolution:
1. THAT Report DS -03 -23 dated January 145, 2003, from the
Commissioner of the Department of Development Services
be endorsed as the City of Oshawa's comments regarding
the proposed amendments to the Durham Regional Official
Plan to implement the Oak Ridges Moraine Conservation
Plan;
2. THAT the Ministry of Municipal Affairs and Housing be
requested to confirm that municipalities have the ability to
recognize lawfully existing uses that do not conform with the
Oak Ridges Moraine Conservation Plan in municipal Official
Plans and Zoning By -laws;

3. THAT the Region of Durham be requested to ensure that the
proposed Amendment 'A' to the Durham Regional Official
Plan to implement the Oak Ridges Moriane Conservation
Plan:
(a) Provides the City with the ability to recognize lawfully
existing uses that do not conform with the Oak Ridges
Moraine Conservation Plan in the City's Official Plan
and Zoning By -law;
(b) Does not require an amendment to the Durham
Regional Official Plan to permit low intensity
recreational uses and enables such uses to be dealt
with in area municipal Official Plans and Zoning
By -laws;
(c) Requires that new major recreational uses need an
amendment to either the Durham Regional Official
Plan or the area municipal Official Plan;
(d) Continues to provide area municipalities with the
ability to further refine the boundaries of Durham
Regional Official Plan land use designations in area
municipal Official Plans and Zoning By -laws; and
(e) Continues to respect the two - tiered planning system
in the Region of Durham in terms of level of detail and
responsibilities.
4. THAT the Region of Durham provide area municipalities with
the opportunity to review and comment on any subsequent
revisions to the proposed amendments to the Durham
Regional Official Plan to implement the Oak Ridges Moraine
Conservation Plan;
5. THAT a copy of Report DS -03 -23 dated January 15, 2003,
from the Commissioner of the Department of Development
and City Council's resolution be forwarded to the Region of
Durham, other Durham area municipalities, and the Ministry
of Municipal Affairs and Housing; and,
6. THAT the correspondence from the City of Pickering dated
December 17, 2002, regarding its recommendations on the
proposed amendments to the Durham Regional Official Plan
on the Oak Ridges Moriane Conservation Plan be received
for information."

1 - 13 Alice Johnson, Voluntary Chair, Pitch -In Canada, advising Council that
Pitch -In Canada has launched the National Civic Pride Recognition
Program to recognize Canadian communities that have implemented
public - private partnership programs to enhance their local environment.
The Recognition Program's three levels recognize communities which
have implemented a year -round waste management and litter control
program and one or more of the following: a recycling, composting and /or
beautification program. The National Civic Pride Recognition is the
highest national recognition available from Pitch -In Canada and
communities who qualify become "Partners in Civic Pride."

1 - 14 Ontario Municipal eDirectory, advising Council that three of Ontario's
largest municipal associations have combined their efforts to develop
Ontario's first comprehensive on -line municipal directory of information
that will make the task of finding municipally elected officials or municipal
senior staff easier. The Association of Municipal Managers, Clerks &
Treasurers of Ontario, the Ontario Good Roads Association and the
Association of Municipalities of Ontario have each agreed to merge their
core contact information into a combined master database to then be
offered via the Internet.

Summary of Correspondence - 5 - March 17, 2003
1 - 15 Robert W. Runciman, Leeds - Grenville, Minister of Public Safety and
Security, writing to advise Council of the commissioning plans for the
Central East Correctional Centre. Inmates from the Millbrook Correctional
Centre, the Mimico Correctional Centre and the Rideau Correctional and
Treatment Centre will be transferred to the Central East Correctional
Centre. Following the transfer of inmates, the physical and administrative
decommissioning process of these sites will commence. In addition,
inmates previously accommodated at the Whitby Jail and Lindsay Jail will
be transferred to the Central East Correctional Centre. These sites are
currently in the process of being decommissioned.

1 - 18 John O'Toole, MPP, Durham, advising Council that he has recently written
to the Honourable Robert Runciman, Minister of Public Safety and
Security, on the need for the new Courthouse in Durham. Clarington's
input on this important priority for Durham Region is appreciated. Mr.
O'Toole is confident Clarington's resolution will be helpful in making
progress towards the timely construction of the new Courthouse.

I - 20 Ontario Smart Growth, providing Council with a copy of a notice of a public
consultation taking place in Peterborough on March 6, 2003. Led by
Mississauga Mayor Hazel McCallion, the panel was appointed by the
Ontario government. It was asked to build consensus on ways to manage
future growth.

1 - 21 Royal Poulin, Chair, Nuisance Bear Review Committee, advising Council
that the Minister of Natural Resources has established the Nuisance Bear
Review Committee to examine the biology, literature and geographic and
socio- economic factors relating to perceived nuisance bear problems.
The committee is currently accepting submissions from the public and
stakeholder groups until March 31, 2003. They are inviting municipalities
to become involved in this process and they are very interested in
municipal input on all aspects of the nuisance bear issue.

Summary of Correspondence - 6 - March 17, 2003
1-22 Phil LeSauvage, Manager, Public Affairs, Darlington Nuclear, advising
Council that the Canadian Nuclear Safety Commission (CNSC) has
granted Ontario Power Generation's Darlington nuclear generating station
a five -year operating licence. The licence was granted following two days
of hearings before the CNSC in Ottawa. The new licence, which begins
on March 1, 2003, will be valid until February 29, 2008. Darlington
Nuclear's four CANDU reactors provide approximately 3400 megawatts of
electricity, about 15 per cent of the province's peak demand and enough
power to supply the City of Toronto.

1-23 Association of Municipalities of Ontario (AMO), advising Council that
AMO, the Greater Toronto Home Builders Association, the Ontario
Professional Planners Institute, the Toronto Board of Trade and the Urban
Development Institute /Ontario have developed a number of positions with
respect to the Ontario Municipal Board (OMB) process, which they have
jointly submitted to the province. The joint positions address the following
five issues of mutual interest:
1. OMB appointments, Term of Office and Member Training and
Compensation;
2. Public Involvement;
3. OMB Pre - hearing Process;
4. Case Management of "Failure to Proceed" appeals; and
5. Completeness of Development Application Review.

1-24 Ontario Power Generation (OPG), advising Council that Ontario Power
Generation has announced it will relocate nuclear engineers and other
expert support staff into a new office that will be located at Brock Road
and Clements Road in Pickering. OPG's recent restructuring activities
have focused on attaining greater levels of integration and alignment
within the organization. Along with efficiency gains, this relocation of
about 450 engineers and expert staff will save time and money by having
key resources and staff much closer to the work sites at Pickering and
Darlington. OPG will be issuing shortly a Request for Proposal to design,
build and lease back this new 115,000 sq. ft. facility. The facility should be
ready for occupancy in late 2004 or in early 2005.

1-25 Federation of Canadian Municipalities (FCM), advising Council that the
Government of Canada's 2003 Budget does little to alleviate pressure on
crumbling community infrastructure and gridlock. Over the next 10 years,
the Budget commitment is $3 billion, with $2 billion allocated to the
Canada Strategic Infrastructure Fund and $1 billion to smaller
infrastructure projects. The Budget, however, allocates only $100 million
next year and $150 million in 2004 -2005. There is no certainty regarding
how or when the remaining funds will be allocated.
Summary of Correspondence - 7 - March 17, 2003
The budget also does not meet the needs of small, rural and northern
communities by failing to commit to the funding flexibility needed to ensure
communities without the capacity to participate in traditional tripartite
funding arrangements proceed with needed water and transportation
projects. FCM has asked for 1.2 billion this year for transportation, transit
and environmental infrastructure, and for affordable housing and
homelessness initiatives. This Budget delivered less than one third of the
minimum amount needed.

undertaking a comprehensive review of highway directional and
information signing policies. The review, which is expected to be
completed in early 2004, will result in the publication of Ontario Traffic
Manual, Book 8 - Directional Guide Signs.

1- 29 Terri Gray, Operations Manager, Support Services /Clarington Project, The
Oshawa/Clarington Association for Community Living, thanking. Council for
the letter of support for their Transitional Aged Youth Foundations
Proposal. Their proposal "Passport For Outcomes" was very well received
by the Durham Systems Management Committee.

1-30 William Harford, President, Durham Region Labour Council, writing to
Roger Anderson, Chair, Regional Municipality of Durham, congratulating
them on the passing of the resolution for the building of the new regional
headquarters. They are of the understanding that Regional administration
is spread all over the Region of Durham making it somewhat inconvenient
for staff to travel to different locations to attend a meeting. They are also
aware that some members of Local 1764 are working in less than ideal
conditions. It is hoped that new headquarters will alleviate a number of
these problems. The building of the new headquarters is something that
will be shared by all residents of the Municipality of Durham Region.

administrative headquarters facility, recognizing the savings to the

Central Region York Durham District Office, advising Council that a formal
presentation on the Sewage Biosolids Program will not be made to the
Council by the Ministry of the Environment. Any presentation that the
Ministry would make on this program would repeat the information that
Ms. Elaine Collis of the Regional Municipality of Durham presented to the
Council on December 2, 2002. However, this does not mean that the
Ministry will not address the questions that Council members may have.

Council that as of noon on March 3, 2003, the CAW was on strike. There
will be no public transit service for Oshawa and Bowmanville residents.
Talks between Oshawa Transit and the CAW Local 222, Transit Unit,
failed in an effort to reach a tentative agreement.

Municipalities (FCM), advising Council that Health Canada has developed
a new resource called "Smoke -Free Public Places: You Can Get There ".
The FCM is partnering with Health Canada to test this resource in ten
selected Canadian communities throughout 2003. Funding from $8,000 to
$14,000 will be provided to each selected community to help raise
awareness, to build support for by -laws, or to maintain commitment to
existing by -laws.

Ganaraska Region Conservation Authority's 2002 financial statements
and the 2002 Annual Report. The general base levy chargeable to
Clarington is $208,110.00. The five Conservation Authorities are in
negotiations currently with the Region of Durham and are proposing a 6%
increase in the base levy.

Should there be any meetings or hearings he would certainly like to be

He is also requesting to be informed of any developments regarding the
property just behind /beside his property. He understands that a developer
owns this property and is considering building a large residential
development there. This property owner owns a 66 foot road allowance

1-56 Glenn Case, Project Director, Port Hope Area Initiative, inviting Council to
the third workshop for the Port Granby Project that is scheduled for March
29, 2003. During the previous two workshops, participants identified a
variety of ideas for alternative ways to carry out the cleanup and long -term
management of low -level radioactive wastes and marginally contaminated
soils currently located at the Port Granby site. Mr. Case has provided
Council with a summary report on the Second Alternative Means
Workshop held on October 23, 2002.

D - 7 John O'Toole, MPP, Durham, writing to Council expressing a concern
regarding garbage pickup for a constituent living in Orono. The gentleman
has been limited to three bags per pickup, as assigned to residential
homes. However, he points out that he also owns the restaurant on the
floor below his apartment. It is his view that he should be entitled to both
commercial and residential collection because both an apartment and a
business are at this location.

Senior Games - Provincial Championships in a fashion similar to that of
the 2000 Summer Games.

three -day event is a major fundraiser for Community Care's home support
and mental health programs.

D - 11 R. & S. Maeder, writing to Council requesting a court date to argue the
recent snow remove bill they received. As new residents they were not
aware that they were required to remove the snow from Glenabby Drive.
When they purchased their home last May, they were told by the previous
owner that the sidewalk was the municipality's responsibility. They were
under the impression that they had to clear the snow only in front of their
house and not the sidewalk on the side street. They were shocked and
saddened that Clarington would take such a drastic measure as to just
send an invoice for $124.18.

D - 12 Alice Johnson, Volunteer Chair, Pitch -In Canada/Ontario, requesting
Council to renew or become a member of Pitch -In Ontario. Pitch -In
started in Ontario in 1979. The Pitch -In Program is the only province -wide
litter control, beautification campaign in Ontario. More than 300,000
Ontario volunteers participate in almost every Ontario community. They
are enthusiastic about keeping the community and the Province's urban
and wilderness areas litter free, for all Ontarians as well as tourists to
enjoy. A portion of their very limited budget must come from membership
fees from local governments to demonstrate local support for their
program in order for them to continue to access funding from Foundations.
The downturn in the economy over the past few years reduced the level of
support they received from local governments. Annual membership fees
start at only $95.00 for a small community.

Council that the City of Thorold passed the following resolution on
February 4, 2003:
"WHEREAS, in April 2001 the Prime Minister established the
Commission on the Future of Health Care in Canada to review
medicare, engage Canadians in a national dialogue on its future,
and make recommendations to enhance the system's quality and
sustainability;
AND WHEREAS Roy J. Romanow was appointed as its sole
Commissioner;
AND WHEREAS it was determined that achieving and maintaining
good health and ensuring universal access to quality health care
services is a matter of concern to all Canadians;

sustainability of Canada's publicly funded health care system;

from Canadians, the Commission's website, petitions from various
communities, resolutions from municipal governments and input
from health care professionals, hospital administrators, private
sector providers, and government officials;
NOW THEREFORE BE IT RESOLVED that the Council of the City
of Thorold hereby endorses the Romanow Report entitled "Building
on Values ", The Future of Health Care in Canada;
AND FURTHER that the federal and related provincial governments
be requested to implement the recommendations outlined in the
Romanow Report expeditiously in order to improve health care for
all Canadians in a timely manner;
AND FURTHER that this resolution be forwarded to the Association
of Municipalities of Ontario, the Federation of Canadian
Municipalities, the Prime Minister of Canada, the Federal Health
Minister, the Premier of Ontario, the Ontario Minister of Health,
Anthony Tirabassi, M.P. Cary Pillitteri, M.P. Bart Maves, M.P.P.,

D - 14 The Corporation of the Municipality of Trent Hills, advising Council that the
Municipality of Trent Hills passed the following resolution:
"WHEREAS, the Municipality of Trent Hills owns and operates
three small drinking water systems with service populations of 725
persons (Village of Warkworth), 1260 persons (Village of Hastings)
and 3,647 persons (Town of Campbellford);
AND WHEREAS, the construction of regulated upgrades to the
water treatment facilities represents a major expense to the limited
customer base for the three centres, even after factoring in the
OSTAR funding for the projects;

AND WHEREAS, an alarming trend of escalating high costs
through the combined impact of the Drinking Water Protection
Regulation 459/00, Bill 195, the Safe Drinking Water Act, and of Bill
175, the Sustainable Water and Sewer Systems Act, has resulted
in an immediate increase in daily operating expenses and annual
capital investment necessary to meet the high standards set by the
Province of Ontario;
AND WHEREAS, a similar trend will unfold as small urban centres
across Ontario begin a similar analysis process;
AND WHEREAS, to fund the Municipal portion of the costs, it will
be necessary to borrow capital funds over lengthy debenture
periods which will add additional significant costs to the limited
customer base, as well as increased labour and material costs,
additional testing and compliance monitoring, new and improved
machinery to contribute to immediate cost increases;
AND WHEREAS, a similar concern can be raised for health and
safety needs in the areas of wastewater treatment and road and
bridge infrastructure where an equal investment will be required as
the Province of Ontario continues to target infrastructure for
improvement through comparable legislation;
AND WHEREAS, the result of escalating costs to the user pay
systems will be negative growth as small centres become less and
less viable as residential and business centres;
AND WHEREAS, the demonstrated trend towards escalating
monthly user fees will negatively impact the sustainability of small
urban centres which will be in jeopardy relative to the major urban
centres in the surrounding area;
AND WHEREAS, the cost of the new Provincial Statutes and
Regulations will threaten the sustainability of "Small Town Ontario';
BE IT RESOVLED THAT the Council of the Municipality of Trent
Hills requests that the Provincial government recognize and
acknowledge the unsustainable burden being placed on "Small
Town Ontario" and that a new funding formula be developed to
eliminate the high costs associated with mandated drinking water
system upgrades in order to ensure that small urban centres can
not only grow but, indeed, survive;
AND FURTHER that this resolution be forwarded to the Minister of
Finance, the Minister of Municipal Affairs, the Association of
Municipalities of Ontario, ROMA/OGRA, OSUM, and our local
M.P.P. for their support and endorsement."

Summary of Correspondence - 18 - March 17, 2003
D - 15 Doug Hately, requesting Council to have restricted speed requirements
applied to freight trains carrying toxic and explosive commodities through
Clarington. He is concerned that these trains are moving through the
community at speeds of up to 60 miles per hour. From Toronto to
Oshawa, these trains must move at restricted speeds. If the goods are
classified "Special Dangerous" the speed must not exceed 25 miles per
hour, while "Dangerous" goods may move at 35 miles per hour. When the
trains reach the Clarington boundary, a speed of 60 miles per hour is
permitted.

D - 16 M. Elyse Allan, President and CEO, The Toronto Board of Trade, advising
Council that the Toronto Board of Trade is recommending a GTA -wide
transportation authority that would: develop a regional transportation plan;
prioritize, fund and coordinate new projects; and expand and integrate the
transportation network. The business community is solidly behind the
proposal. The Toronto Board of Trade joined with other GTA chambers of
commerce and boards of trade to release The Case for a Greater Toronto
Area Transportation Authority. The Toronto Board of Trade believes a
GTA transportation coordination body is urgently required to strengthen
the region's transportation network and enhance its competitiveness.

D - 18 Susan Gordon, Municipality of Trent Hills, advising Council that the
Municipality of Trent Hills on February 17, 2003, passed the following
resolution:
"WHEREAS the KPR Board of Education jurisdiction is composed
primarily of a rural sparsely populated area;
AND WHEREAS a great percentage of the Board's students have
to be bused to school;
AND WHEREAS in many cases these buses travel great distances
to complete their runs - translating into great costs in terms of
student time on the road, fuel and operation of buses, and the
environment;
AND WHEREAS KPR and the Province of Ontario are closing
schools and consolidating the student population in a few centres;
AND WHEREAS this action would impact students and their
families detrimentally (socially, emotionally, financially);

AND WHEREAS closing of rural schools will detract from the
existing high quality of life that our rural communities enjoy;
AND WHEREAS the Province of Ontario is investing (with partners)

to expand) breakfast programs at locations near the schools for
needy students to help them cope with already long days;
AND WHEREAS the Provincial Government states it is in support
of economic development and growth in its rural areas;
AND WHEREAS the Government has contributed significant sums
of money to Rural Job Strategy and SuperBuild projects in the
interest of job creation and economic development;
AND WHEREAS it is a known fact that a good school in a
community is a key element in attracting residents, services, and
economic development;
AND WHEREAS municipalities are actively endeavouring to
promote economic development;
THEREFORE be it resolved that the Council of the Municipality of
Trent Hills requests the Province of Ontario to change its funding
formula for KPR from urban to rural status and provide adequate
funding to keep rural schools open and ensure busing service to
those schools;
AND FURTHER, that this resolution be forwarded to the KPR
Board of Education, and all lower and upper tier municipalities in
the Board's jurisdiction for their consideration and support;
AND FURTHER, that letters of support be forwarded to MPP's
responsible for the KRP jurisdiction."
