OSUM has played a most important and meaningful role over the past half century in addressing the many issues and common concerns continually confronting smaller units of local government throughout Ontario. The 2003 conference will take place from April 30 to May 3, 2003. (Receive for Information) 1 - 2 J.R. Powell, Chief Administrative Officer, Central Lake Ontario Conservation, providing Council with a copy of correspondence from L.R.L. Symmes, Chair, Oak Ridges Moraine Foundation, announcing that Michael G. Scott will commence his duties as Executive Director of the Foundation on February 3, 2003. Leach, City Clerk, City of Vaughan, advising Council that the City of Vaughan on January 27, 2003, passed the following resolution: "WHEREAS Highway 407 is a major transportation corridor extending through the City of Vaughan; AND WHEREAS use of Highway 407 has diverted a significant amount of traffic, especially trucks, from Regional Road 7 and other Regional and City roads within the City of Vaughan; AND WHEREAS rising tolls on Highway 407 have significantly increased the cost to motorists using the highway; AND WHEREAS many motorists are beginning to use the adjacent Regional and City roads to avoid the high costs of using Highway 407 which is causing excessive traffic, elevated air pollution levels and gridlock within the City of Vaughan; NOW THEREFORE BE IT RESOLVED that the Council of the City of Vaughan requests that 407 ETR reduce or cap tolls to encourage the use of Highway 407." (Receive for Information) 1 - 4 John Twohig, Senior Counsel, Ministry of the Attorney General, providing Council with a copy of a letter dated January 13, 2003, to the Township of Montague from the Honourable David Young, Attorney General for Ontario and Minister Responsible for Native Affairs, regarding the Juries Act. Mr. Twohig notes that concerns regarding the availability of municipal employees in times of emergency have been noted. He is confident that these concerns can be accommodated within the current system. Summary of Correspondence - 2 - February 24, 2003 In the meantime, he urges all municipal employees to consider the request for their presence as a juror as an opportunity to make an important contribution to the justice system and to society. (Receive for Information) 1 - 5 Sandra Kranc, City Clerk, City of Oshawa, writing to the Region of Durham, advising that the City of Oshawa on February 10, 2003, passed the following resolution: "THAT the Council of the City of Oshawa requests the Council of the Region of Durham to undertake a review of all options for addressing the Region's space needs, that all outstanding information regarding this project be made available, and that the Region of Durham consider and report on the economic impact of Regional offices moving out of downtown Oshawa before proceeding with this project; and further, that a copy of this resolution be forwarded to all municipalities in the Region of Durham." (Receive for Information) 1 - 6 Bill Skitch, Secretary, Newcastle /Bond Head Ratepayers' Association, providing Council with a copy of a letter sent to Regional Chair Roger Anderson regarding the apparent increase in downloading to the Region, such as the hospital expansions. Mr. Skitch advises that the Newcastle /Bond Head Ratepayers' Association supports the use of development charges, versus regional taxes, to the extent that is possible in order to pay for these costs. Mr. Skitch also notes that the Cancer Centre is an exception, in that its mandate is to serve the entire Region. (Receive for Information) 1 - 7 L.A. Chiotti, General Manager, Central Region, Enbridge Gas Distribution Inc., providing Council with two newly - developed fact sheets that they hope will be useful - Natural Gas Prices and Energy Efficiency. (Receive for Information) 1 - 8 Sandra Kranc, City Clerk, City of Oshawa, advising Council that the City of Oshawa on February 3, 2003, passed the following resolution: "THAT correspondence from the Municipality of Clarington forwarding Clarington Council's resolution to the Regional Municipality of Durham requesting deferral of the construction of a new Regional headquarters building be received for information." Summary of Correspondence - 3 - February 24, 2003 Later during the same meeting, they adopted a further amended recommendation of the Strategic Initiatives Committee as follows: "THAT in order to ensure the opportunity for further public input on the proposed Regional Headquarters issue and to ensure Council and the public base their opinions on factual information, the City Manager be directed to arrange for further necessary professional reviews of Regional reports and recommendations including alternatives such as renovations to the existing headquarters and related space, and further that the City Manager complete this review within a timeframe which would allow a public meeting to be held for Oshawa residents before February 12, 2003; and further, that KPMG be engaged on behalf of the City of Oshawa to conduct a professional review of the business case and the Region's projected or assumed savings in building a $68 million Regional headquarters building with a report to be provided to members of Council by Monday, February 10, 2003, with the said report to cost approximately $20,000; and further, that Garry Cubitt, Regional CAO; Jim Clapp, Regional Commissioner of Finance and Treasurer; and Jack McCorkell, Regional Commissioner of Works be invited to the Special Council meeting to be held on Monday, February 10, 2003, and that they be requested to make a presentation." (Receive for Information) 1 - 9 Sandra Kranc, City Clerk, City of Oshawa, advising the Honourable Ernie Eves, Premier of Ontario, that the City of Oshawa on February 3, 2003, passed the following resolution: "THAT whereas the 407 is a vital transportation and economic link across the Greater Toronto Area; AND WHEREAS many vital industries such as General Motors of Canada and associated feeder industries depend on receiving goods and shipping finished products on a timely basis; AND WHEREAS commuters who use the 407 toll road help relieve congestion off the 401; AND WHEREAS the present eastern most portion of the 407 terminates at Brock Road in the City of Pickering; AND WHEREAS the termination of 407 at Brock Road results in additional traffic on roads not designed to carry these heavier volumes,; AND WHEREAS this termination results in long time delays to get between the 407 and the 401; Summary of Correspondence - 4 - February 24, 2003 AND WHEREAS the next phase of 407 expansion could terminate at the proposed 407/401 Link in the Towns of Whitby and Ajax; AND WHEREAS the Towns of Whitby and Ajax have been unable to determine the preferred location for the Link; AND WHEREAS this uncertainty could cause delays in 407 eastern expansion; THEREFORE BE IT RESOLVED THAT the City of Oshawa endorse the 407 expansion through to Courtice Road including the Courtice Road 407/401 Link; AND FURTHER THAT the links for the Towns of Whitby and Ajax be determined and built at a later date; and THAT Totten Sims Hubicki be invited to a special meeting of Oshawa City Council to discuss 407 issues; and THAT this resolution be circulated to Premier Ernie Eves; the Honourable Jerry Ouellette; the Honourable Janet Ecker; the Honourable Jim Flaherty; all Durham area municipalities; and, the Leaders of the Opposition." (Receive for Information) I - 10 Cherry Sevigny, Mayor's Office, Town of Ajax, writing to Pat Madill, Regional Clerk, Region of Durham regarding a letter forwarded by Mayor Parish to the Honourable Janet Ecker, MPP, Minister of Finance, with respect to the 2003 Provincial Budget. (Copy attached) (Receive for Information) I - 11 Helen Johns, Minister of Agriculture and Food, advising Council that the Ministry of the Environment (MOE) leads the province's Clean Water Strategy. The proposed ban on the land application of untreated septage was originally announced as part of their nutrient management initiative. However, the ban will be made through changes to the Environmental Protection Act, which is administered by MOE. An implementation strategy is being developed to phase in this ban over a five -year period. Under the Nutrient Management Act, standards will be phased in over time to enable farmers to better plan their operational investments. (Receive for Information) 1 - 12 Frank Mazzilli, M.P.P., and Bob Wood, M.P.P., Co- Chairs, Ontario Crime Control Commission, inviting Council to nominate two individuals or organizations from the community to receive the Ontario Crime Control Commission Award of Excellence in Crime Control. The Ontario Crime Control Commission (OCCC) was established in early 1997 to explore new ways to improve the justice system and to enhance the safety of the people of Ontario. Summary of Correspondence - 5 - February 24, 2003 At over 100 community forums across the province, the Commission has heard of excellent initiatives developed and delivered here in Ontario by dedicated police services and community members. (Copy attached) (Receive for Information) 1 - 14 Greater Toronto Airports Authority, inviting Council to register to attend an airport planning workshop hosted by the Greater Toronto Airports Authority (GTAA) at its Pickering Site Office. The GTAA will be hosting the first in a series of public workshops on Tuesday, February 18, 2003, relating to the interim planning work being undertaken by GTAA with respect to the Federal lands in Pickering. The remaining workshops will be held on: - Wednesday, April 2, 2003 - Community Impacts of an Airport - Wednesday, May 14, 2003 - Criteria for Siting a Runway The workshops will be held at GTAA Site Office, 3590 Brock Road, Brougham. (Receive for Information) 1 - 16 Scott Cameron, Manager, Fire Protection, Emergency & Fire Services, Ontario Power Generation Nuclear, writing to Divisional Chief Bill Hesson, thanking him and staff for an excellent job in regards to the Powerhouse Fire Safety Inspection the Fire Department completed at the Darlington Nuclear Power Plant during November and December of 2002. This was the first time Clarington Fire Services has completed a full audit of the four running units within the Powerhouse and from Ontario Power Generation's perspective it was a huge success. (Copy attached) (Receive for Information) Summary of Correspondence - 6 - February 24, 2003 CORRESPONDENCE FOR DIRECTION D - 1 Eva Ligeti, Executive Director, The Clean Air Partnership, inviting Council to participate in the GTA Clean Air Council (GTA -CAC), an inter- governmental working group dedicated to improving regional air quality. Established at the inaugural Toronto Smog Summit held on June 21, 2000, the GTA -CAC brings together representatives from all three levels of government in the GTA. In becoming a member of the GTA -CAC, Clarington will be joining federal and provincial departments, the four GTA regional governments, the City of Toronto, five cities and seven towns from across the Greater Toronto Area in working cooperatively to improve the air we breathe. By sharing ideas and best practices, GTA -CAC members development solutions for improving regional air quality, protecting public and environmental health. Ms. Ligeti is requesting confirmation of a senior staff representative to participate in the GTA -CAC no later than Thursday, February 27, 2003. Rodgers, President, Urban Development Institute /Ontario, requesting Council to pass a resolution in support of the "Investing for Tomorrow: Moving Forward with Smart Growth in Central Ontario" Report. The land development industry and the municipalities in the Central Ontario region must work together to achieve the necessary results to invest in infrastructure for a strong Ontario and continued economic economic prosperity. (Motion to refer correspondence to the Director of Planning Services) D - 3 Linda Ribble, Area Coordinator, the Kidney Foundation of Canada, requesting Council to proclaim the month of March as "Kidney Health Month" and to raise the Kidney Foundation's Flag at the Municipal Administrative Centre. The Kidney Foundation aims to increase its visibility by raising awareness of kidney disease and its treatments, promoting the importance of kidney health, and drawing public attention to the vital work that the foundation accomplishes on behalf of Canadians affected by kidney disease. (Motion to Proclaim and approve the flying of the Kidney Foundation's Flag at the Municipal Administrative Centre) D - 4 Bonnie Joseph and Dave Tidbury, 2002 -03 National Presidents, Kinsmen & Kinette Clubs of Canada, requesting Council to show their support by advertising in the KIN magazine. Kinsmen and Kinettes raise funds for worthy causes, large and small; they undertake ambitious service projects to meet local community needs, they offer leadership training to individuals who yearn to make positive changes in both their country and their personal lives, and they proudly demonstrate to the rest of the world that they love being Canadian. Summary of Correspondence - 7 - February 24, 2003 Once a year, Kinsmen and Kinettes ask the communities in which their nearly 10,000 volunteer members reside to help them maintain their high level of service by placing a "Message -of- Support" in KIN Mag, the magazine received and read by every member of their national organization. These "thank you" messages give Council the opportunity to express appreciation to KIN members who have raised funds and donated countless hours to serve the needs of fellow Canadians and the communities they call home. (Motion for Direction - Note that in previous years the municipality has purchased a 1/12 page ad at a cost of $175.00) D - 5 David H. Tsubouchi, Minister of Culture, providing Council with a bulletin outlining the key changes to the Ontario Heritage Act. Amendments contained in the Government Efficiency Act, 2002 clarify, update and streamline provisions in the Ontario Heritage Act related to archaeology and municipal heritage protection tools. (Motion to refer correspondence to the Director of Planning Services) D - 6 Kevin Gaskin, President, Durham Paramedic Association, advising Council that the Durham Paramedic Association fully endorses the Cardiac Safe Community initiative championed by Lakeridge Health Corporation. They have had the good fortune to review and participate in this Public Access Defibrillation Program and agree that the current program is exceptional and deserves the full support of all communities within Durham Region. The Durham Paramedic Association in cooperation with the Lakeridge Health Corporation's Cardiac Safe Community Program will be collaborating to bring this life saving program to the residents of Durham Region. They feel that to provide consistency across the Region and increase patient care, all programs in Durham Region should be part of the Cardiac Safe Community Program initiative as developed and managed by Lakeridge Health Corporation. Mr. Gaskin is requesting Council to embrace the Cardiac Safe Community Program as developed and managed by Lakeridge Health Corporation in all of Durham Region's communities and facilities. Taylor, City Clerk, City of Pickering, advising Council that the City of Pickering on February 3, 2003, passed the following resolution: "WHEREAS many Pickering residents use and depend on GO Transit; and WHEREAS the interests of GO Transit commuters are greatly affected by any proposed lease and renovation of Union Station by the City of Toronto and private sector interests; and Summary of Correspondence - 8 - February 24, 2003 WHEREAS most GO Transit commuters could be substantially inconvenienced by the proposed new configuration of TTC's Union Station subway entrance; and WHEREAS the City of Pickering wishes to ensure the changes that will be made to Union Station enhance the use by an expected increase in GO Transit patrons and do not disadvantage commuters; NOW THEREFORE enhancements be considered to provide better access for persons with disabilities, as governed by the provisions of the Ontarians with Disabilities Act (ODA); and THAT the Union Station platforms be widened, as they are too narrow now, and will become more crowded once the number of passengers doubles as GO Transit predicts will occur within the next decade; and THAT more escalators be installed to facilitate better access for all commuters, including persons with disabilities, to and form the platforms; and THAT the connection between Union Station and the PATH system starting in the Royal Bank Plaza be enhanced to provide a better connection and accommodate more people and not be blocked off with the redesigned TTC subway station; and THAT revenues from any lease of Union Station be allocated and used to improve Union Station and its transportation function to pay for the important changes needed; and THAT this motion be copied to the Mayor and the City of Toronto, the Chairman of the Region of Durham, the CEO of GO Transit, the M.P.P. for Ajax- Pickering- Uxbridge and all municipalities in Durham." (Motion for Direction) D - 8 Sharon Vokes, County Clerk, Corporation of the County of Grey, advising Council that the Corporation of the County of Grey on February 4, 2003, passed the following resolution: "WHEREAS the draft Stage 2 Regulations under Bill 81 are released for comment; AND WHEREAS the cost implications have not been determined; AND WHEREAS the potential negative impacts to agriculture and the agrifood industry have not been determined; Summary of Correspondence - 9 - February 24, 2003 AND WHEREAS the ability of category 1, 2, 3, 4 farmers to continue to farm may be difficult; NOW THEREFORE BE IT RESOLVED THAT the County of Grey oppose the Ministry of Agriculture, Food and Rural Affairs proceeding with regulations affecting category 1, 2, 3 and 4 farms until a financial analysis is completed showing the costs associated with meeting the regulations has been completed and presented to the agriculture community; AND THAT this resolution be circulated to the Association of Municipalities of Ontario, all municipalities in Ontario, Wm. Murdoch, MPP, Jim Wilson, MPP and Ernie Eves, MPP." (Motion for Direction) D - 9 E.O. Martin, Clerk- Treasurer, the Town of Northeastern Manitoulin and the Islands, advising Council that the Town of Northeastern Manitoulin and the Islands passed the following resolution: "WHEREAS the economic social fabric of the Town of Northeastern Manitoulin and the Islands will be adversely affected by diminished water levels in Lakes Huron and Michigan; AND WHEREAS the United States Army Corps of Engineers is requesting $10 million for Canada to conduct a feasibility study to widen and deepen the St. Lawrence Seaway; AND WHEREAS the current outflow channel for Lake Huron into the St. Clair River at Sarnia is already deeper than is provided by international agreement; AND WHEREAS future increases in outflow will result in permanent withdrawals of water from Lakes Huron and Michigan and a corresponding reduction in their average water level; NOW THEREFORE BE IT RESOLVED THAT the Council of the Corporation of the Town of Northeastern Manitoulin and the Islands advises the Federal Minister of Transportation that it is opposed to the provision of funding to the United States Army Corps Engineers (USAGE) and any further deepening of the St. Lawrence Seaway that would adversely affect the water levels of Lakes Huron and Michigan; AND THAT consideration of the review of the Seaway be referred to the International Joint Commission; Summary of Correspondence - 10 - February 24, 2003 AND THAT copies of the resolution be sent to Brent St. Denis, M.P., Hon. David Anderson, Minister of Environment Canada, and circulated to all municipalities in Ontario for their endorsement and support." (Motion for Direction) D - 10 Arnot Wotten, Chair, Clarington Agricultural Advisory Committee, advising Council that the Clarington Agricultural Advisory Committee on February 13, 2003, passed the following resolution: "WHEREAS it is recognized that livestock kills by wildlife is substantial; WHEREAS responsible hunting reduces the number of coyotes and wolves and in essence plays a role in reducing the number of livestock kills by these predators; NOW THEREFORE BE IT RESOLVED THAT responsible hunting as a means of reducing the number of livestock kills is a reasonable method of controlling livestock kills; and THAT hunters receive permission from the land owner before entering onto private property in order to track and kill these predators." (Motion for Direction) D - 11 Evelyn Rozario, President, Orono Business Improvement Association, advising Council of their very strong concerns for the economic health of their town. Over the last ten years, there has been massive growth in Bowmanville and Newcastle but Orono has been zoned green (no growth). This has kept their town quaint and pretty but their business core is struggling to say alive. Every large chain store that arrives in Clarington takes business from the smaller stores. This is the natural way but growth is natural too and Orono is stalled. Without some type of growth their town will lose its stores and become nothing but restaurants and convenience stores.
