CORRESPONDENCE FOR INFORMATION
1 -1 (Mme.) Sun Shuxian, Consul General of the People's Republic of China,
informing Council of her new position in Toronto. She is deeply impressed
by the gorgeous scenery of Canada, especially that of Ontario. The past
years since the establishment of the Consulate General in Toronto, have
seen a cordial and fruitful relationship of cooperation between China and
Ontario, which is inseparable to the support from the governments of
provincial level and municipalities like ours. She is convinced that through
joint efforts of our two sides, the friendly relations between China and the
Municipality of Clarington will surely make big strides forward. She
welcomes us to the Consulate General in Toronto when convenient and
looks forward to the opportunity to visit our municipality and to exchange
views on issues of further developing the friendly relations and
cooperation between our two sides.

1 -2 Canadian Nuclear Safety Commission, announcing a two -day public
hearing on an application by Ontario Power Generation Inc. (OPG) of
Toronto, for an amendment to the current operating licence for the
Pickering Nuclear Generating Station A, Pickering, Ontario. This
amendment is being requested to permit the return to power of the
Station. The public is invited to participate either by oral presentation or
written submission on Hearing Day Two. Requests to participate and text
of oral presentations or written submissions must be filed with the
Secretary of the Commission by June 10, 2001.

1 -3 P.M. Madill, A.M.C.T., Regional Clerk, The Regional Municipality of
Durham, writing to The Honourable Lyle Vanclief advising that, at their
meeting held on April 11, 2001, the Council of the Regional Municipality of
Durham endorsed the following resolution of the Council of the Village of
Merrickville - Wolford:
"WHEREAS the family farms are the backbone of Canada;
AND WHEREAS the industry has not faced this much difficulty in
decades from the high input costs and the subsidy war that has
helped to drive world prices to all time lows;
NOW THEREFORE BE IT RESOLVED THAT this Council of the
Village of Merrickville - Wolford does in the strongest terms urge the
Federal Government to grant the Farmers of Canada, in all
commodities, the one billion dollars which was promised by our
Government prior to the last federal election;

AND BE IT FURTHER RESOLVED THAT a copy of this resolution
be circulated to all municipalities in Ontario and to the United
Counties of Leeds and Grenville for their support."
Please note that Regional Council expressed concern with Clause #3 of
the foregoing resolution of the Village of Merrickville - Wilford as it relates to
the statement "which was promised by our Government prior to the
last federal election."
Accordingly, Regional Council asked that it be noted that the resolution be
supported with this clarification noted.

1 -6 Association of Municipalities of Ontario, announcing that they have joined
forces with the Canadian Urban Institute and others in hosting a three -part
series of one -day conferences on Understanding Smart Growth.
Experience south of the border has shown that different levels of
government, the private sector and communities working together with the
right set of tools can effectively meet the challenges of keeping 21St
century cities – large and small – competitive and livable.
The first topic in the series is Ontario's New Urban Agenda to be held on
May 9, 2001, 8:30 – 4:30 at the Westin Harbour Castle Conference
Centre, Toronto. It will be chaired by the Hon. David Crombie, CUI
President and CEO and Bob S. Onyschuk Q.C., Partner, Smith Lyons.
This session will be followed by one -day conferences on the Impact on
Gridlock, Sprawl and Economic Growth, June 13, Four Seasons Hotel,
Toronto) and Programs for 21St Century Cities (September 20, Sheraton

1 -18 Nora Symington, Township of Uxbridge advising that the Council of the
Township of Uxbridge adopted the following resolution on April 23, 2001:
"WHEREAS the Regional Municipality of Durham is considering
hospital capital funding;
AND WHEREAS hospital capital funding was not part of the Local
Services Realignment and is therefore not a core service
responsibility of local governments;
AND WHEREAS the Region of Durham is responsible for the
provision of health care in the form of Homes for the Aged and
ambulance service and has committed $53 million in the 2001
Budget for capital works at Hillsdale Manor; a further $60 to $70
million is proposed in 2003 for Lakeview Manor and Fairview
Lodge; and ambulance services, including new ambulances, a new
station and training, but excluding operational costs, costing in
excess of $1 million annually over the next few years;
NOW THEREFORE BE IT RESOLVED that the Township of
Uxbridge inform the Regional Municipality of Durham that it is
vehemently opposed to property tax dollars being spent for hospital
capital funding;
AND FURTHER THAT the Township of Uxbridge request that the
Province of Ontario commit to funding at least 70 percent of the
capital costs of Durham Hospitals including the proposed new
Uxbridge Hospital;

AND FURTHER THAT the Province be requested to allow
municipalities to levy development charges for the growth related
capital needs of local hospitals by amending the Development
Charges Act to include hospitals, as defined in the Public Hospitals
Act, as an eligible service with additional amendments to allow any
hospital DC full exemption from consideration of the historical
service level provision and municipal contributions (existing or
forecast).
AND FURTHER THAT the Corporation of the Township of Uxbridge
reconfirms its total commitment to the ongoing viability of the
Lakeridge Uxbridge site and the efforts of its Auxiliary and
Foundation;
AND FURTHER THAT a copy of this Motion be sent to Premier
Mike Harris, all Durham MPP's, all municipalities in the Region of
Durham and the Association of Municipalities of Ontario."

Regional Council passed the following resolution on May 2, 2001:
"a) THAT the Regional Chair and Clerk be authorized to
execute agreements with the City of Oshawa; the City of
Pickering; the Town of Ajax, the Town of Whitby and the
Municipality of Clarington to allow the local municipalities to
license the installation of transit rental benches and bus
shelters by third party companies on Regional road
allowances; and
b) THAT a copy of Report #2001 -W -54 of the Commissioner of
Works be forwarded to the City of Oshawa, the City of
Pickering, the Town of Ajax, the Town of Whitby and the
Municipality of Clarington."

the intersections of Prince Street and Simpson Ave. and the south leg of
Hobbs Drive at Simpson Ave. This would slow the vehicles down and
possibly eliminate a pedestrian from being run down and seriously injured
or killed.

presents an exciting program of over 52 projects involving 29 principal

The Canadian Council for Public- Private Partnerships announcing the
2001 National Awards for Innovation and Excellence in Public- Private

D -7 Allan Gotlieb, Chairman, Ontario Heritage Foundation inviting the
municipality to participate in the Foundation's Heritage Community
Recognition Program 2001. This program provides the municipality with
an opportunity to recognize individuals who have made significant
contributions to local heritage preservation. Councils may submit up to
three nominations —one in each of the heritage areas — built, cultural and
natural. Nominations may also involve more than one individual where
there has been a shared accomplishment.

"AND RESOLVED THAT WHEREAS the former Minister of the
Environment, Dan Newman, signaled in a news release that he
intended to introduce legislation in the spring of 2001 to support an
agreement between Ontario Municipalities and participating
industry to share 50/50 the net cost of residential recycling
programs and ensure that all industries which produce projects and
packaging meet their environmental obligations and pay their fair
share;

AND WHEREAS Regulation 101/94 requires a municipality with a
population of 5,000 or more to collect the basic blue box materials
including metal, glass and pet food, beverage cans and bottles,
newsprint and a minimum two additional materials from the
supplementary blue box waste list;
AND WHEREAS eight out of ten provinces in Canada have in
operation a deposit/return system for a broad range of containers
which has realized a high recovery rate;
AND WHEREAS the recent change in the marketability of green
coloured glass in Ontario has indicated the municipal blue box
program is susceptible to changes in market conditions;
NOW THEREFORE, we, the elected Council of the Corporation of
the Town of Arnprior, resolve as follows:
1. We request the Ministry of the Environment consider a full
producer responsibility for accounting for all life -cycle
products and packaging, not just the cost of those materials
that are recovered for recycling.
2. We also request legislation be brought forward by the
Ministry of the Environment to provide a long term
mechanism of financial support from all waste producing
industries for municipal household hazardous waste and
blue box programs.
3. We also request the Ministry of the Environment consider a
deposit return system, similar to Ontario Brewers for all
beverage containers to improve the recovery rate and reuse
of recyclable materials.
4. We also ask the Ministry of the Environment reconsider the
requirements outlined in Regulation 101/94, to provide some
flexibility in the collection of materials for recycling if
environmental and economic conditions do not warrant it.
5. We also ask that a copy of this resolution be forwarded to
the Association of Municipalities of Ontario to strongly
encourage other municipalities to pass similar resolutions
and also the Federation of Canadian Municipalities (FCM)."

Summary of Correspondence - 9 - May 14, 2001
D -9 Lois A. Giles, Director of Information Services /Clerk, The City of Guelph
advising that Guelph City Council passed the following resolution on
April 17, 2001:
"WHEREAS the recent World Trade Organization (WTO) meetings
in Seattle to initiate "the Millennium Round" brought public attention
to the importance of trade issues to the quality of life people
experience in their local community. While the meetings did not
reach an agreement on an agenda for the next round of WTO trade
talks, discussions on the General Agreement on Trade In Services
(CATS) will still take place over the next three years as part of the
"built -in agenda" agreed upon at the founding of the WTO in 1995.
Discussions on this agreement may result in the inclusion several
of the features of the now defunct Mulilateral Agreement on
Investment (MAI) opposed by Guelph City Council by resolution on
April 17, 2001;
AND WHEREAS, the proposed changes to GATS are of concern to
local governments as they could affect existing jurisdiction and
authorities and could also result in significant administrative
burdens and costs;
AND WHEREAS, the current GATS is a "bottom -up" agreement
(each affected sector such as Construction services, is identified),
but proposed changes to the agreement's structure (to a possible
"top- down" or "horizontal" structure) would expand the Agreement's
application;
AND WHEREAS, the Federal Government has neither alerted nor
consulted local governments regarding these issues and as a
result, citizens and taxpayers of Canadian municipalities have had
little access to information and have also had limited access to
informed debates on the proposed changes to GATS;
THEREFORE, BE IT RESOLVED
1) THAT Guelph City Council urge the Government of Canada
to consult extensively with the people of Canada, especially
and including municipal councils, before taking any further
action on the GATS;
2) THAT the City of Guelph, while recognizing trade can be
beneficial impacts on our region, urge the Prime Minister to
have Canada file a permanent and explicit exemption in the
GATS limiting application to areas of Federal jurisdiction to
ensure the provincial, federal and municipal jurisdictions
maintain local flexibility and control over the delivery of
public services.

3) THAT the Government of Ontario, convene the Legislative
Committee to hold public hearings on the impact of the
WTO /GATS and on Ontario municipalities, including an
invitation of the Federal WTO /GATS negotiator, to provide
background information and answer pertinent questions;
4) THAT the Government of Ontario establish a Trade Advisory
Committee for stakeholders for ongoing consultation on
international trade issues;
5) THAT the Federation of Canadian Municipalities (FCM) be
urged to dedicate staff to monitoring WTO discussions and
alert Canadian municipalities of any encroachment on their
jurisdictions;
AND BE IT FURTHER RESOLVED THAT a copy of this motion be:
a. circulated to the Member of Parliament representing the
City of Guelph with the request that she endorse the City's
action;
b. forwarded to other Ontario municipalities for their support;

D -10 Luba Samochin, President, Bowmanville Horticultural Society apologizes
for missing the deadline for submitting this year's application for the
municipal grant. On behalf of the Bowmanville Horticultural Society, she
would like to apply for a municipal grant of $350. for the year 2001. They
are incurring more than their usual expenses whilst applying for civic
beautification grants from Canada Trust, The Trillium Foundation and
many other sources. She thanks Council for their consideration and all
help is very much appreciated.

D -11 The Corporation of the City of Mississauga advising that the following
resolution was passed on April 25, 2001:
"WHEREAS the Province of Ontario, through the Minister of
Municipal Affairs and Housing created the Building Regulatory
Reform Advisory Group with a mandate to make recommendations
setting out a direction for reforming Ontario's building regulatory
system;
AND WHEREAS the Building Regulatory Reform Advisory Group
submitted, in July, 2000, a report to the Minister containing
recommendations for building regulatory reform proposed to be
included in legislation;

AND WHEREAS on February 7, 2001, the Ministry of Municipal
Affairs and Housing News Release stated the government's
intention to act on the recommendations of the Advisory group,
commencing meetings with selected stakeholder groups seeking
advice and input to implement the proposed reforms;
AND WHEREAS the recommendations encompass areas of vital
concern to municipalities such as testing and certification of
municipal building officials, setting of service level standards for
municipalities including timeframes for building permit decisions,
provisions for alternate service delivery through Registered Code
Agencies, establishment of building permit fees and limiting liability
for building practitioners related to claims for construction defects;
AND WHEREAS the Ministry of Municipal Affairs and Housing has
not consulted the municipalities directly for comment and input to
these concerns through meetings of consultation papers;
AND WHEREAS the Province has stated an intention to introduce
legislation, implementing the Building Regulatory Reform Advisory
Group's recommendations, in Spring 2001;
NOW THEREFORE LET IT BE RESOLVED THAT in view of the
serious effects that this proposed legislation will have on the
operations of the building regulatory system in all municipalities, the
Ministry of Municipal Affairs and Housing be requested to enter into
substantive consultation with all municipalities, providing
opportunities for the review and comment upon all proposed
legislative changes prior to introduction of any legislation arising
from the recommendations made by the Building Regulatory
Reform Advisory Group and further,
THAT copies of this resolution be sent, by the Clerk, to the
Mississauga Members of Provincial Parliament, the Association of
Municipalities of Ontario and all Ontario municipalities with a
population in excess or 50,000."

$750. Also, their junior E.O.B.A. team is in need of new catchers
