"WHEREAS the Corporation of the County of Peterborough
Road t the 115 Highway bewould that
the extension of the 407 from Brock
provide a great economic and social benefit to our region;
AND WHEREAS the completion of the 407 will provide a critical lead
transportation corridor that will address safety issues;
AND WHEREAS this project meets the criteria of the "Super Build
Fund";
NOW THEREFORE BE IT RESOLVED that the Corporation of the increase their

Summary of Correspondence - 5 - February 26, 2001
CORRESPONDENCE FOR DIRECTION
D - 1 Fred Upshaw, Secretary- Treasurer, Durham Region Labour Council, requesting
Council to proclaim Saturday, April 28, 2001, as a National Day of Mourning.
The Day of Mourning was officially recognized by the Ontario Provincial
Legislature in 1988. In 1991, An Act Respecting a Day of Mourning for Persons
Killed or Injured in the Workplace passed through all stages of the House of
Commons and the Senate. The Bill which now proclaims April 28th of each year
as a National Day of Mourning received Royal Assent on February 1, 1991 and is
now law. Mr. Upshaw is also requesting that flags be lowered on Municipal
Buildings in honour of those killed at the workplace.

D - 2 Kent Young, Executive Officer, Durham Region Home Builders' Association,
requesting Council to proclaim the month of April 2001 as "New Homes Month ".
This proclamation is in recognition of home construction and ownership as a basic
factor in our economic progress and the quality of our lives.

D - 3 Frank Hoar, Secretary, Newcastle Ratepayers Association, requesting that the
roads in the developing areas be better maintained, more to the satisfaction of the
residents during construction of new homes.

D-4 Steve Stewart, Branch President and Sharon Walker, Branch Manager, The
Canadian Red Cross Society, requesting that Council proclaim the month of
March as Red Cross Month. They are also requesting that Clarington consider
flying the Red Cross flag at the municipal hall during March, as a tribute to the
many citizens who give of themselves, to help those in need, by volunteering with
the Red Cross.

D - 5 P.M. Madill, Regional Clerk, Region of Durham, advising that Regional Council
on February 7, 2001, passed the following resolution:
"a) THAT the Region of Durham proceed with the `Request for
Proposals' for the Stage 11 Services Review Report and the area
municipalities be asked to cost share on a proportionate cost basis
as per the report;
b) THAT funds be included in the Region's 2001 budget; and

C) THAT the Public Works `Who Does What' Committee report back
to the Works Committee by March 7, 2001, with study costs and
project schedule."

D-6 Don Yeo, President, Clarington Branch of the Canadian Cancer Society,
requesting Council to proclaim the month of April, "Cancer Month in
Clarington". Mr. Yeo is also requesting to fly the Cancer Society flag from the
flag poles at the Newcastle Town Hall, Courtice Community Complex and the
Municipal Administrative Centre, with an official flag raising ceremony to take
place at the Municipal Administrative Centre at 10:00 a.m., Monday, March 26,
2001. Mr. Yeo is also requesting that Friday, March 30, 2001, be proclaimed
"Daffodil Day ".

Hall, the Courtice Community Complex and
the Municipal Administrative Centre)
D-7 Sally Barrie, Administrator, Durham Region Community Care Association,
requesting permission to canvas the municipality in support of their annual "Tag
Days" on May 30, June 1St and 2nd. They plan to utilize their volunteers to cover
locations in Orono, Newcastle, Bowmanville and Courtice areas. All dollars
collected will once again go towards service provisions in Clarington.

D - 8 George Wilkki, Acting Commissioner of Council Services and City Clerk, The
City of Windsor, advising Council that the City of Windsor on January 29, 2001,
passed the following resolution:
"THAT the Minister of Consumer and Commercial Relations be
petitioned to move forward with the proposed changes to the Liquor
Licence Act as outlined in the Discussion Paper entitled `Building Safer
Communities - Safer Communities Through Co- operative Enforcement';
and further that Council endorse the recommendations of action in the
Building Safer Communities report and a copy of Council's resolution be
sent to local M.P.P.'s, Large Urban Mayor's Caucus and the Association
of Municipalities of Ontario, the Association of Municipal Managers,
Clerks & Treasurers of Ontario, and Ontario municipalities for support."
