HomeMy WebLinkAbout2011-110THE CORPORATION OF THE MUNICIPALITY OF CLARINGTON BY -LAW 2011 -110 Being a by -law to amend By -law 2011 -016, a by -law to govern the proceedings of the Council of the Municipality of Clarington, its General Purpose and Administration Committee and Special Committees WHEREAS members of the public scheduled to address the General Purpose and Administration Committee or wishing to speak to a Public Meeting are often required to wait for extended periods of time to allow for the Presentations portion of the Agenda to be heard; and WHEREAS it is Council's desire to more effectively schedule delegations and presentations at the General Purpose and Administration Committee meetings; THE CORPORATION OF THE MUNICIPALITY OF CLARINGTON HEREBY ENACTS AS FOLLOWS: 1. THAT By -law 2011 -016 be amended as follows: a) Subsection 6.2.1 be amended to re -order the Presentations and Delegations and Public Meetings items such that they are listed in the following order immediately following the Adoption of Minutes of previous meeting(s): Public Meetings Delegations Presentations b) Subsections 8.4 and 8.4.1 be renumbered 8.6, and 8.6.1 respectively. c) Subsections 8.6 and 8.6.1 be renumbered 8.4 and 8.4.1 respectively. d) Add the following new subsection: "8.6.2 Upon receipt of the request for Presentation as detailed in subsection 7.4, the Municipal Clerk, or designate, may schedule the presentation for a specified time during the GPA meeting. When exercising this option, the Municipal Clerk, or designate, shall include the scheduled presentation time on the Meeting Agenda and shall notify the Presenter of the scheduled presentation time. 8.6.3 Where the Municipal Clerk, or designate, has scheduled a Presentation for a specified time, as per subsection 8.6.2, when that specified time arrives during the GPA meeting, the Committee shall set aside the matter currently before it, to allow the Presentation to be heard as scheduled. Should there be a motion on the floor at the scheduled Presentation time, a motion to "table to be considered immediately after the Presentation" would be in order. 2.
