BY-LAW
FOR THE REGULATION AIM CO.1,MOL OF A �'ASTE DISPOSAL AREA
7THERE-PIS it is deemed expedient to regulate the use of a defined area
for the disposal of garbage, or other refuse including domestic and
industrial -,Taste :

R.S.O. 1960, Section 379 (1) 112;
AM =21S authority to penalize and enforce such a By-Law is
conveyed by the �'Vlunicln 1 LAct 196o, Section 4329 (l)

TEZ ZFG!RE the Trustees of the Police Village of Orono enact as follows:
1. That the follo7ing designated area be determined as a sanitary
Landfill Site and no other lands in the To7nshin of Clarke shall be
used for this purpose :
LOCSt.LT1IO'_Y : Part of Lot 33 in Con. 6, approximately 11 acres
in the Townshin of Clarke.
2. That the following regulations shall apply to the disposal of
garbage, or other refuse including domestic and industrial waste from
-within the Police -Tillage of Orono.
3. That the disposal of motor vehicles, motor vehicle parts, or
large bulky items shall not be permitted within the Landfill Area.
4. That no person shall dispose of any sewage, animal or human
waste within the Landfill Area.
5. That domestic or industrial waste shall not include highly
inflamable materials, explosives, drugs!, or dangerous chemical -wastes
and the Sanitary Landfill Operator shall not permit the same to be
deposited.
6. That all ggrbage shall be suitably -wrapped or placed in
containers, and all paper shall be suitably wrapped or tied to prevent
scatteringg before being deposited in the Landfill .9--ea.
7. That material conveyed to the area must be transported in
such manner as not to blow with the vTnLnd or leave deposits along the
roads.
8. That the Trustees of the '-Police Village of Orono shall
supervise the operation and use of the Sanitary Landfill 5,rea.
9. That the Sanitary Landfill Area shall have a gate to control
admission to the area. The gate shall be kept in good condition and
equipped with a lock and chain, and a sign posted indicating- the hours
of Operatio_n
10. That access to the Sanitary Landfill Area shall be limited
to those times when the site is open and authorization to use the site
at other times :may be granted only by the Trustees of the Police Village
of Orono.
11. That the Trustees of the Police 7village of Orono or duly
appointed representatives, shall have access to the area at all times
,or the Purpose of Inspecting the operation. -L regular inspection of
the site shall be carried out to ensure that there has been proper
compliance -with these regulations.
12. That the Sanitary Landfill '-rea s3la-l= be a77ailabl-e for the
depositing of waste produced by the residents of the Village; and for
any other nersons, only P�ith the approval and consent of the Trustees
of the -Police Tillage of Orono.

13. That all garbage and other refuse disposed of shall be
spread and compacted in layers not exceeding a vertical depth of
two feet of compacted material.

L - pacted layer of at least six inches of approved
cover mnaterial shall be placed on all exposed refuse by the end of
each working day.
15. That a layer of approved cover material compacted to a
mini um thickness of two feet shall be placed over the entire surface
of each portion of the final lift as soon as possible following the
placement of refuse within that portion, so as to prevent fly emergence
and rodent infestation. In no case will the delay be longer than one
rvesk following the last placement of refuse in the cell.
16. That control over blo-wing papers or other material shall
be maintained by the operator.
17. That on-site roads shall be maintained so that operating
traffic and landfill operations will not be interrupted.
18. That no garbage or other refuse shall be burned at the
Sanitary Landfill Site, unless approved by the proper authorities
and carried out in a satisfactory manner.
101. That salvaging may be permitted by Persons authorized by
the Police Village of Orono .' Scavenging shall not be permitted.
20. That the regulations of the Department of Energy and
Resources n.'Tanasgementu shall be met, with respect to the general
o-r)eration of the site.
1my person, firm or Corporation contravening any provisions
of this 317-LavL, shall be guilty of an offence and upon conviction
thereof shall be subject to a fine not exceeding the sum of Three
undyed Dollars (€`;300.00) exclusive Of costs, for each such offence,
and all fines shall be recoverable under the provisions of the
Summary Convictions Lct.
This By-Law shall come into force and take effect on the
day that it receives the third and filial reading.
