2. Minutes of May 24, 2018

That the minutes of the AT&SR meeting held on May 24, 2018 be approved.

3. Election of Chair and Vice Chair
Election of Chair moved by Jim Boate seconded by Jeanne Winters
Janice Jones was nominated, agreed to stand, and was elected the Chair of the
AT&SR Committee.
Election of Vice Chair moved by Jeanne Winters seconded by Arnold Mostert
Angela Bramley was nominated, agreed to stand, and was elected Vice Chair of
the AT&SR Committee.

4. Presentations
Update on 2018 Capital projects
Projects relating to trails including Farewell Creek Trail Phase I expected to be
complete fall 2018; Soper Creek Trail Phase II expected to be complete in 2019;
Bowmanville Valley Trail Extension to Waterfront trail expected to commence
and be completed in 2019; Waterfront Trail paving Waverly Rd to West Beach Rd
waiting on approvels before work can commence.
On -road and road allowance projects including Bloor Street Multi -use path from
Townline Rd. to Prestonvale Rd. expected to commence spring 2019; Sidewalk:
Liberty St. (Longworth Ave. to Bons Ave.) and Waverly Rd. (Roenigk Dr. to Old
King St.) expected to commence spring 2019; Traffic Signals at Green Rd. and
Stevens Rd. expected for Fall 2018/Spring 2019; King St. cycling facility
expected in 2020 in collaboration with Durham Region construction.
Funding provided by the Province for select projects will be used prior to expiry
date in 2020; only Municipal trails that are maintained by the Municipality are
marked.
5. Discussion Items
Proposed 2019 Capital Budget projects
Farewell Creek Trail Phase II
This project would extend the Farewell Creek Trail approximately 1.2 km south to
Townline Road and provide an inter -municipal connection to Oshawa.
Clarington's proposed plans for extending the trail to Townline Road have been

shared with Oshawa's representative on the Regional Trails Committee for their
consideration should they wish to build a connection to this trail.
Vehicle access barriers for the Waterfront Trail
There are several locations where vehicles routinely access the Waterfront Trail.
Barriers are proposed to prevent this at five problem locations. Additional
locations will be considered in future.
Toyota Trail
As part of their Parts Distribution Centre project Toyota will fund the majority of
the costs to construction of a new section of recreational trail from Lambs Rd. to
our existing Soper Creek trail. The design work will begin in 2018 with
construction anticipated in 2019. Some additional municipal funding will be
required in the 2019 Capital budget.
Waterfront Trail paving through the Samuel Wilmot Nature Area
The existing granular trail will be paved to eliminate frequent erosion issues at
several locations along this section. A paved surface will also allow for a greater
variety of trail uses.
Robert Adams Pond link
A request from the committee was made to connect the sidewalk on Robert
Adams Drive with the existing gravel trail constructed for maintenance access to
the pond. This 90m trail connection would complete a gravel trail loop around the
pond and would also provide a trail that leads to the informal paths within the
Farewell Creek valley.

ACTION: Staff to follow-up with the Region re: installing a button to activate
pedestrian signals on south-east corner of Taunton Rd. at Old Scugog Rd.

Consider `share road' signage in Bond Head.
Waterfront Trail Bond Head -East Townline Rd cycling improvements
Engineering in discussions with Operations to develop a program to address this
section of trail within 3-5 years with a budget of approx. $1.3-$1.7 million.
AT&SR Policy for Hamlets in Clarington
Signage installed in Hampton at request of walking group; new/additional
signage in Tyrone re: share the road; will ask AT&SR committee for input during
policy development.
New pedestrian crossovers
New type of traffic control requiring vehicles to stop; four designs available
depending on vehicle and pedestrian traffic; will equip roundabouts with
pedestrian crossovers; educational material will be posted on the Municipality's
website and social media pages, and will distribute postcards; encourage
committee members to suggest potential locations, member suggested Glen
Abby Dr, Courtice.
Safe zones and routes to schools
Posted speeds in all Clarington school zones are 50 km/hr, with some having
yellow advisory signs suggesting 40 km/hr; Based on feedback from Facebook
page for South Courtice and campaigning Council candidates, biggest complaint
is speed and safety on roads; committee member suggested 30 km/hr zones,
however staff indicated consistent enforcement is needed in order for these lower
speed zones to be effective which can be difficult with the current DRPS staffing
levels; committee member suggested photo radar, staff indicated that similar to
red light cameras, photo radar is typically used on busier streets due to cost
benefits; committee member suggested curb bump -outs similar to Concession
St, Bowmanville; staff have implemented a flexible bollard pilot project in seven
locations and will assess effectiveness for future use; encourage committee
members to suggest ideas on how to effectively inform/encourage parents to
walk to school, members suggested including info in newsletters, design
designated drop-offs at rear of schools or adjacent street, CAA article re:
improvement movement around schools, important to note that each school is
different making it difficult to have a mass-produced educational flyer.
Community Awareness for AT&SR
To raise public awareness of Active Transportation and Safe Roads the
committee is proposing to attend popular community events such as Applefest,
Newcastle Fall Festival, and the Great Waterfront Trail Adventure. They may also
arrange bicycle valet parking for events like Music in the Park, offer refreshments
to people who bike/walk to work/school on a designated day. The committee has
a $2,500 budget in 2018 that is currently unspent.

ACTION: Peter Windolf to investigate the creation of an AT & SR logo with
Clarington's Communications Division and the purchase of a banner and/or tent
with Purchasing.
Complete Streets
Complete Streets consider all modes of transportation and users, and context -
sensitive design; Lakebreeze development has Complete Street components.
Short and long term goals of the AT&SR committee
Deferred to next meeting.
Taunton Road
Push for multi -use trial on Taunton, Region will include paved shoulder but no
further active transportation infrastructure is planned; currently completing
intersection improvements; will consider pedestrian connectivity in hamlets.
6. Other Business
Lack of street lighting in some areas e.g., Pebblestone and Courtice, send any
other locations to Sean Bagshaw; safe access to Northglen park (Edwin Carr St.
and Northglen Blvd); excessive speeds on Concession 7, Robert Adams Dr., and
Glenabby Dr; Width is an indicator to determine a road designation — collector
and arterial roads are 10-14 meters, local roads are 8.4-8.8 meters; consider
holding an event on the 407 before opening; The Region is updating the cycling
plan and would be beneficial to have a Committee member present for meetings;
considering Active Transportation Master Plan, similar to Whitby and Ajax; Share
the Road workshop re: becoming bicycle friendly -certified, Ajax, Whitby and
Oshawa are recognized as bicycle -friendly, Clarington will need to fill some gaps
before submitting an application.
ACTION: member to send email to Ron Albright with details for potential 407
event and he will forward to appropriate person.
7. Future Meeting schedule
The next regular meeting is scheduled for Thursday, January 17, 2019 at
7:00pm in Room 1A.
