Minutes of a regular meeting of Council
held on Monday, October 19 1981, at 9:30 a.m.
in Court Room #2.
Present were:

Also Present:
Councillor Woodyard questioned the legality of the
meeting held on October 14, 1981, and the minutes which
stated that the meeting was held at 2:00 p.m.
Mayor Rickard declared that the meeting of October 14, 1981,
was improperly held and the minutes were null and void, and
the matters handled at that meeting can be introduced under
unfinished business at this meeting.
Mr. Frank Shane spoke for the residents of McCallum Street,
regarding the soccer pitch at the Darlington Sports Centre.
He stated that they had received no answers at the meeting
held on Thursday, October 15, 1981. The residents want the
construction stopped until qualified persons do the job
and the Town guarantees their privacy and protection of
property from the proposed soccer pitch. He mentioned
fencing and water damage.

THAT previous resolution be amended and that the
correspondence be received and Council endorse and support
the intent of this correspondence.

THAT the previous resolution be referred to staff to
report back to the General Purpose and Administration
Committee on the impact of endorsing this resolution.

Moved by Councillor Taylor, seconded by Councillor Woodyard
WHEREAS the auditor's annual recommendations to Council in their
reports of 1979 and 1980, included a recommendation to
establish an audit committee; and
WHEREAS many corporate bodies to-day derive substantial
financial benefit and stability from using an audit committee,
established with persons of accounting expertise and proven
financial management ability.
THEREFORE be it resolved:
1. THAT the Council of the Town of Newcastle establish an
audit committee with membership from ratepayers within
the Town who have accounting expertise and proven
financial management skills, and ability.
2. THAT the Mayor and the C.A.O. consult with the auditors
and appropriate staff, and report to the General Purpose
and Administration Committee with regard to an audit
committee structure, function, duties, number of members
and recommend individuals to be appointed.

appointment, be approved.

THAT leave be granted to introduce the following by-laws:
81-168 being a by-law to appoint a Confidential
Secretary to the Planning & Development Department;
81-170 being a by-law to amend restricted area by-law
number 2111, as amended, of the former Township of Darlington,
now in the Town of Newcastle;
81-171 being a by-law to authorize the entering into an
agreement with Edward and Gloria Noseworthy;
81-172 being a by-law to amend restricted area by-law
number 1587, as amended, of the former Town of Bowmanville;
81-173 being a by-law to authorize the entering into an
agreement with Robert Irving Gill, Senior and Robert Irving
Gill, Junior.
AND THAT the said by-laws be now read a first time.

THAT the concerns raised by Mr. Shane in his delegation
regarding soccer pitch at the Darlington Sports Centre,
be received for information, and staff bring forward a
report to the next meeting of the General Purpose and
Administration Committee of the meeting held with the
concerned residents of the area.

THAT Item 4 of Admin. 26-81 be approved.
4. That the Town now advise the bidders of the tenders as
called for the Town Sewer Project in August of 1981,
that the Town will not be proceeding with the tender as
set out, and hereby directs the Director of Public Works
to ensure that each of the bidders is appropriately
advised and their deposits refunded.

2. That the Town re-tender the Courtice Storm Sewer
project to possibly allow the construction of the
storm sewer portion of the project in 1981-82 and
the dam and pond portion of the project at such time
as required through additional development approvals;
3. That the Town again consider the financing of the
storm sewer project on the basis of the above reduced
tender.
