Council’s Priorities • Review Council’s priorities: 4 strategic themes and associated goals • Present and discuss key objectives, recommendations from Department Heads for addressing Council’s goals • Seek endorsement of goals and objectives 3. Next Steps and Closing Comments End: 12:00 p.m. or earlier 3 Municipality of Clarington Community Strategic Plan Strategic Priorities 2019-2022 Draft: April 25, 2019 1. Clarington Council identified the following four (4) strategic themes or directions at the Strategic Plan Workshop held March 29, 2019. A. Engaged Communities B. Strong Economy C. Sustainable Infrastructure Growth D. Legacy Projects 2. Preliminary goals for these priorities were identified by Council as follows. A. Engaged Communities A.1. Enhance two-way communication with community A.2. Establish and develop a unique Clarington brand for promoting our community B. Strong Economy B.1. Complete and invest in (fund) the implementation of the Downtown Plans B.2. Create partnerships in broadband expansion to achieve 100% connectivity B.3. Create partnerships to promote investment in infrastructure to make natural gas more accessible B.4. Expand our transportation network into commercial and industrial areas C. Sustainable Infrastructure Growth C.1. Develop an Affordable Housing Policy C.2. Develop a realistic strategy for infrastructure investment in employment lands C.3. Develop a realistic strategy for broader infrastructure investment D. Legacy Projects D.1. Clearly articulate our vision for: a) Courtice waterfront b) Port Darlington waterfront c) Port Granby Nature Reserve d) South Bowmanville Recreation Centre e) Performing Arts Centre D.2. Make a decision on Camp 30 4 Municipality of Clarington Community Strategic Plan Strategic Priorities 2019-2022 Draft: April 25, 2019 3. The CAO and Department Heads reviewed Council’s goals at a ½-day meeting on April 18, 2019. The following Key Objectives were identified as a means to addressing these goals. Enhance two-way communication with community • Identify barriers to ongoing communication • Develop a formal policy on community engagement • Develop procedure/protocol for conducting townhall community meetings CAO’s Office and Clerk’s A.2. Establish and develop a unique Clarington brand for promoting our community • Conduct branding initiative that captures the unique identities of our communities (Corporate Policy Analyst) • Develop promotional plan to support Economic Development CAO’s Office B. Strong Economy B.1. Complete and invest in (fund) the implementation of the Downtown Plans • Complete streetscape plan for Bowmanville (e.g. implement paving rehabilitation in consultation with BIA) • Fund streetscape plan for Newcastle • Resolve jurisdictional issues with main roads in downtown Courtice and Orono • Collaborate with the Orono BIA and CBOT to implement the Orono Economic Development Strategy • Design framework/protocol for temporary pedestrian malls in downtowns (e.g. special events) Engineering, Planning and CBOT B.2. Develop an Affordable Housing Policy • Develop a policy to address all aspects of enabling and supporting affordable housing CAO’s Office in consultation with Clarington Task Force on Affordable Housing C.2. Develop a realistic strategy for infrastructure investment in employment lands • Explore opportunities to partner with the Region and private sector to bring water and waste water services to South Courtice and Clarington’s Technology Business Park Engineering, Finance and CBOT C.3. Clearly articulate our vision for: a) Courtice waterfront • Initiate and complete technical analysis of potential land uses along the waterfront for incorporation into the Region’s Municipal Comprehensive Review Planning and Engineering b) Port Darlington waterfront • Develop a comprehensive concept plan for public and private lands on the east side of Bowmanville Creek Planning and Engineering c) Port Granby Nature Reserve • Pursue final decision from AECL and CNL respecting the disposition of lands for the Reserve Planning and Engineering d) South Bowmanville Recreation Centre • Present the design, financing, project plan and construction schedule for Council approval by fall 2019 Community Services e) Performing Arts Centre • Seek Council’s position on location, timing, concept and feasibility of pursuing a Performing Arts Centre CAO’s Office and Community Services D.2.
