Moved by R. G. Chater, seconded by C. A. Reid that the minutes of' the
regular meeting of' Council on September 4, 1973 and of' the special
meetings of' Counoil on September lOth and 13th be adopted as printed.
Carried.
SECTION 1. DELEGATIONS &: PETITIONS
Moved by X. Entwisle, seconded by C. A. Reid that this Council go into
Committee of' the whole Council to receive all delegations. Carried.
ITEM (1) Mr. Walter J. Hale, R. R. #2, Newcastle.
Mr. Hale inf'oxmed Council that he was currently providing a
garbage pick up service to residents in the Township on a pa;r
direct basis, but was experiencing some dif'f'ioulty arising !rom

ITEM (2) Mr. Ted Sims and Laing llridge over Wilmont Creek.
Mr. Ted Sims, Township Engineer submitted a verbal report to
Council concerning repairs to the east abutment wall of the
Wilmot Creek brid&e at Lot 32, on the third line road.
A letter, dated September 10, 1913 and signed H. DeWith per
M. L. Ross was presented to Council. This letter outlined
the extent of repairs required and recommended certain
procedures for Council's consideration.

ITEK (3) Mr. Ted Sims and road allowance between Lots 4 and 5, Con. 8.
ITEK (4) Mr.:Max Rice and Retirement Home Park.
Mr. :Max Rice, Mr. Lewis Rice, Mr. WID. Rains, Mr. E. R. Lovekin
and Mr. Charles Ewert appeared before Councll in support of the
proposed development in Lots 32-35, Con. 1.
ITEM (5) Mr. & Mrs. D. Moffatt, Mr. Marvin Lunn, Mr. WID. Carman,
Mr. & Mrs. John Veldhuis, Mr. Rq Sharpe, Mr. George Clark,
Mr. Robert Simpson, Mr. Art Low and three unidentified pereons
directed questions to Council and to the representatives of
Rice Construction Ltd. regarding the proposed Retirement Home
Park.
Moved by R. G. Chater, seconded by G. H. Heykoop that this
Committee rise and sit in Council. Carried.
ITEK (l)(a) Moved by C. A. Reid, seconded by K. Entwisle that Mr. Hale's
request be refe=ed to the Reeve and Clerk for further s~
and a subsequent report to Counoil at the earliest date
poSSible. Carried.
ITEK (2)(a) RESOLUTION NO. 154
Moved by K. Entwisle, seconded by Charles A. Reid.
Whereas two tenders have been received for repairs to east
abuttment of the Wilmot Creek brid&e, Lots 32 & 33, Con. 3.
Now be it therefore resolved that this Council hereby accept
the quotation of Larsen-Grills Construction Ltd. for repairs
to the Wilmot Creek llridge at Lot 32, Coooession 2 - 3, in
the 8III01lIlt of $8,386.00, subject to approval of the Ministry
of Transportation and COIIIIIIUD.ications and such further
investigations as mq be required by the Towneh1p lilng:lneers.
Carried.
ITEM (3)(a) U/illlLUTION NO. 155
Moved by Charles A. Reid, seconded by K. Entwisle.
That this Council hereby authorize Mr. Ted Sims, Township
Engineer, to undertake a preliminR.-ry survey to determine
the estimated cost of road construction on the north part of
the allowance for road between lots 4 & 5, Concession 8.

Con. 1 and further that this Council authorize the Reeve
and Clerk to report this decision to the appropriate govern-
ment authorities and to begin negotiations with the said
authorities and to submit a report to Council concerning
the progress of negotiations.

In accordance with instructions received from Colmcil at the
regular meeting on September 4, 1973, Mr. Sims IlUbm1tted his
report and recollllllBndation concerning the untravelled partion
of the road allowance between lots 4 and $, con. 8.
Councillor G. H. Heyicoop requested that a recorded vote be taken
on the foregoing Resolution.
