Degroot, Treasurer Resolution #C-452-81 Moved by Councillor Cowman, seconded by Councillor Hamre THAT the Minutes of the Council meeting held April 6 1981 be approved as read. "CARRIED" Mr. David Lawson, 46 Doreen Crescent, Bowmanville addressed Council regarding a proposal to convey land by the Bowmanville Creek area to C.L.O.C.A. He also presented a petition containing approximately 1000 signatures in this regard. Mr. Gordon Linton, 46 Scugog Street, Bowmanville spoke and endorsed Mr. Lawson's presentation, as also did Mrs. Judy Smith, 14 Roser Crescent, Bowmanville. Mr. Andrew Orr addressed Council regarding Ridge Pine Park Zoning By-Law and the Official Plan Amendment. Mayor Rickard vacated the Chair during this presentation declaring a conflict of interest and Councillor Hamre, Acting Mayor, took the Chair. Mr. Orr asked Council to endorse Items 4 and 5 of the Planning and Development Committee report dated April 13 1981. Mayor Rickard assumed the Chair. - . . . Council Minutes Communications Clarke Museum Board Shore 1 i ne Assistance Program Weed Control -2- April 21 1981 Mr. Ralph Harrison of the Bowmanville Jaycees addressed Council with regard to Bowmanville Week, July 5 through 11 1981 and submitted a letter in this regard. He indicated that the Jaycees require a letter of approval from Council in order to secure their liquor permit for the event. "CARRIED" Resolution #C-459-81 Moved by Councillor Prout, seconded by Councillor Hubbard THAT Council concur with the request of the Kinsmen Club of Bowmanvi11e to hold a bike-a-thon on Saturday, May 2 1981 and that the police be advised. "CARRIED" Resolution #C-511-81 Moved by Councillor Woodyard, seconded by Councillor Taylor THAT Whereas the Ontario Hydro has offered trees for planting on Town property and whereas the Town has no suitable land for such planting; THEREFORE be it resolved that Ontario Hydro be authorized to offer the trees to the Ganaraska Conservation Authority and that all parties be notified. "CARRIED" Resolution #C-512-81 Moved by Councillor Hamre, seconded by Councillor Cowman THAT Whereas a notice of motion has been presented to the Council of the Region of Durham suggesting a possible reduction in the number of Regional representatives from the Town of Newcastle on Regional Council; THEREFORE be it resolved that the Council of the Town of Newcastle go on record as being opposed to any such reduction and that His Worship the Mayor forward a letter to Regional Council for the meeting of April 29 1981 stating our opposition and outlining the very valid reasons supporting our objection. "CARRIED" Resolution #C-513-81 Moved by Councillor Hamre, seconded by Councillor Woodyard WHEREAS the municipally owned lot at the south end of the Orono Estates, (namely Lot 21) in its mainly unmaintained condition is unsightly and could be hazardous due to litter and whereas the majority of residents in this area are younger families with children too young to travel to and use the Orono Park unaccompanied by an adult, and whreas the Park Reserve Fund and a portion of lot levies are to be used for park needs in the area, Council Mi nutes . Adjournment . -14- Apri 1 21 1981 BE IT RESOLVED that the Director of Planning in conjunction with the Director of Community Services bring forward to the Planning Committee a report on the feasibility of establishing a "mini-parkette" on said property with an estimated cost and suggested funding. "CARRIED" Mayor Rickard vacated the Chair because of a conflict of interest for the passing of the confirming by-law. Councillor Hamre also declared a conflict of interest. Councillor Hubbard was appointed the Acting Mayor for the passage of this by-law.
