Roll Call
Minutes of a Special Meeting of
Council held on Monday, February 20,
1984, atl0:20 p.m., in the Auditorium
of the Bowmanville High School.
Present Were: Mayor G. B. Rickard
Councillor Ann Cowman
Councillor Diane Hamre
Councillor Ivan Hobbs
Councillor Marie Hubbard
Councillor R. Bruce Taylor
Councillor E. R. Woodyard, until 10:28 p.m.
Also Present: Chief Administrative Officer, D. Johnston
Town Clerk, David W. Oakes
Treasurer, Kathryn Campbell
Councillor Woodyard advised Council, that in his
opinion, the holding of the meeting was unconstitutional
in that the time requirement respecting the debating
of the Notice of Motion had not been met. He stated
further, that if the meeting were to proceed he would
be forced to leave.

Councillor Woodyard left the meeting at 10:28 p.m.
Resolution #C73~84 (a)
Re-Assessment
Moved by Councillor Hobbs, seconded by Councillor Cowman
THAT WHEREAS on November 28th 1983, the Council of the
Corporation of the Town of Newcastle, for the third time,
gave consideration to and enacted Resolution #C-883-83,
requesting:
"THAT the Minister of Revenue update the 1983 Assessment
Roll for 1983 Taxes for the Town of Newcastle, on the
basis of 1980 Market Values, pursuant to Section 63(3)
of The Assessment Act, R.S.O. 1980";
AND WHEREAS the re-assessment has adversely impacted a
significant number of properties in the Town of Newcastle,
and the ability of property owners to justify the tax
increase incurred by the re-assessment;

THEREFORE BE IT RESOLVED THAT the Council of the
Corporation of the Town of Newcastle reconsider
Resolution #C-883-83, which changed property assessment
from 1975 Market Va I ues to 1980 Market Va lues. "
