Minutes of a regular meeting of Council
held on Monday, November 4, 1985, at
11:55 a.m., in Court Room #2.

THAT the Minutes of a regular meeting of Council held on
Monday, October 28, 1985, be approved as read.

Harry R. Locke, Chairman, Board of Directors, Memorial
Hospital, Bowmanville, was heard during the General Purpose
and Administration Committee Meeting at 9:30 a.m., November
4, 1985.

Conservation Authority, held on October 22, 1985.
Resolution HC-604-85
Moved by Councillor Hobbs, seconded by Councillor Hamre
THAT the communication dated October 24, 1985, from Ms. Louis
Obrist, petitioning Council to consider bringing the unimproved
road between Lots 22 and 23, from Concession 6 to Concession 7
Clarke, up to a standard that would permit the road to be
used year round be received;
AND THAT the Director of Public Works be requested to review
the matter and prepare a report for the consideration of
the General Purpose and Administration Committee.

Moved by Councillor Hamre, seconded by Councillor Taylor
THAT the Resolution from the Township of Puslinch Re the
Aggregate Act, be received, and referred to the Chief
Administrative Officer for a SUbsequent report.
"CARRIED"
Councillor Taylor declared a Conflict of Interest regarding
the Report of the General Purpose and Administration Committee.
The Cash Activity Report for September contains an Accounts
Payable cheque which was issued to him for a Livestock Claim.
Councillor Taylor refrained from discussion and voting.

THAT the actions taken in the General Purpose and Administration
Committee Meeting of November 4, 1985, be approved.

THAT leave be granted to introduce the following by-laws,
and that the said by-laws be now read a first time:
85-128 being a by-law to designate the property known
munici pal Iy as the "Tyrone Blacksmith Shop", V i Ilage
of Tyrone as being of Architectural and Historical
Value or Interest;

85-129 being a by-law to authorize the execution of a rental
agreement with Orono Showcase Co-Operative;
85-130 being a by-law imposing special annual drainage rates
upon land in respect of which money is borrowed under
The Tile Drainage Act, 1971;
85-131 being a by-law to amend By-law 84-63, the Comprehensive
Zoning By-law of the Corporation of the Town of Newcastle;
85-132 being a by-law to repeal By-law 81-88 entitled
"a by-law to appoint a Treasurer";
85-133 being a by-law to amend By-law 84-63, as amended, of
the Town of Newcastle (Linchris Homes).

THAT leave be granted to introduce By-law 85-134, being
a by-law to confirm the proceedings of the Council of the
Town of Newcastle at this meeting held on the 4th day of
November 1985, and that the said by-law be now read a first
time.
