TOWN OF NEWCASTLE February 11, 1985 Minutes of a Regular Meeting of Council held on Monday, February 11, 1985, at 9:30 a.m., in Court Room #2. Present Were: Mayor G. B. Rickard Councillor A. Aldridge Resolution #C-70-B5 Moved by Councillor Hamre, seconded by Councillor Hobbs THAT the Minutes of a Regular Meeting of Council held on Monday, January 28th 1985, be approved as read. "CARRIED" Resolution #C-71-85 Moved by Councillor Taylor, seconded by Councillor Hubbard THAT Mr. Checchia be heard. "CARRIED" Mr. Antonia Checchia of R. R. #3, Bowmanville, Ontario, addressed Council with respect to the extension of piped water on Lawson Road. Mr. Checchia asked Council to help him convince the Regional Works Committee to reinstate the water works project on Lawson Road. Appointments - 3 - February 11, 1985 Resolution #C-74-85 Moved by Councillor Hamre, seconded by Councillor Cowman THAT I - 14 be referred to staff for investigation and report to the General Purpose and Administration Committee. "CARRIED" Resolution #C-75-85 Moved by Councillor Hamre, seconded by Councillor Taylor THAT the communication received on January 22, 1985, from Mr. Wm. Van Boxtel, Knights of Columbus, Counsel 6361, R.R. #6, Bowmanville, Ontario, L1C 3K7, be received; AND THAT the Council of the Town of Newcastle has no objection to the Knights of Columbus, Counsel 6361 selling tickets in the Town of Newcastle, and that Mr. Van Boxtel be advised of Council's decision. Prout, Campaign Chairman, Canadian Cancer Society, Bowmanville and District Unit, Box 42, Bowmanville, Ontario, dated February 1, 1985, be received; THAT Council concur with the request of the Canadian Cancer Society that the month of April be declared as Cancer Month in the Town of Newcastle, and advertised according to Town Po Ii cy; THAT Council approve the raising of the Cancer Flag on April 1st 1985, at 10:00 a.m., with a Town Official present; THAT March 29th 1985, be declared as Daffodil Day in the Town of Newcastle; AND THAT Mr. Glenn A. Prout be advised of Council's action. AND THAT the following appointments to the Bowmanville Business Centre Board of Management for 1985 be approved: G. Webster, Chairman E. Denny, Promotion Chairman A. Strike, Parking Chairman L. Koenderman, Landscaping Chairman A. Hooper, Public Relations Chairman F. Smales and P. Lange, Information Chairmen. "CARRIED" 0-4 Resolution #C-78-85 Child Identification Moved by Councillor Taylor, seconded by Councillor Cowman Program THAT the correspondence dated January 3D, 1985, from Mrs. Karen McKeown, Newcastle Block Parent Association, 22 Rosalynne Avenue, Bowmanville, Ontario, L1C 3X8, be received; THAT the Mayor be authorized to send a letter to all the local newspapers to request their support in the promotion of The Child Identification Program, which is a very valuable and worthwhile service in our community; . "CARRIED AS AMENDED" Resolution #C-84-85 Moved by Councillor Hobbs, seconded by Councillor Hubbard THAT the recommendation in Item #19 be amended to read as follows: "THAT the Mayor be authorized to take whatever actions necessary to stop the closure of the Customs Office in Bowmanvi lIe; AND THAT the Council of the Town of Newcastle formally object to the closure of the Customs Office and solicit support for Council action from the Prime Minister, the Minister responsible for Customs Offices, the Local Member of Parliament and the Regional Development Department. "CARRIED" Resolution #C-86-85 Moved by Councillor Hubbard, seconded by Councillor Taylor THAT leave be granted to introduce the following by-laws, and that the said by-laws be now read a first time. 85-12 being a by-law to amend By-law 84-63, Comprehensive Zoning By-law of the Corporation of the Town of Newcastle (Jeffron) ; 85-13 being a by-law to pay a reward for information leading to the conviction of persons responsible for the vandalism of Town-Owned Bus Shelters; 85-14 being a by-law to appoint Live Stock Valuers and to fix their remuneration; 85-15 being a by-law to appoint Fence Viewers in the Town of Newcastle and to fix their remuneration. Other Business Inducon Report Heat Uti I ization Museum Boards . , - 7 - February 11, 1985 Resolution #C-89-85 Moved by Councillor Hubbard, seconded by Councillor Taylor THAT the third and final reading of the following by-laws be approved: 85-12; 85-14; 85-15. "CARR I ED" Resolution #C-90-85 Moved by Councillor Taylor, seconded by Councillor Hubbard WHEREAS the Town of Newcastle has considered Inducon's Report on Heat Utilization and adopted the strategy outlined in the report toward the further study of Heat Utilization from the Darlington Generating Station; NOW THEREFORE the Town requests the Region of Durham to review the report and adopt the principles and recommendations outlined in the report towards the further study of Heat Uti lization. "CARRIED" Resolution #C-91-85 Moved by Councillor Taylor, seconded by Councillor Hubbard WHEREAS as part of 1985 budget discussions, Council has given serious consideration to the future of the Museum Services and Boards wi th i n the Town; AND WHEREAS Council feels that an independent body should review this matter in detail; NOW THEREFORE the Council of the Corporation of the Town of Newcastle requests that the Newcastle Community Services Planning Board review the current Museum Board Structure with a view of establishing one Board for Museum Services for the Town. The Newcastle Community Services Planning Board is requested to involve both Museum Boards in the discussion of this issue and report to Council prior to the 1986 budget discussion.
