Moved by Councillor Hubbard, seconded by Councillor Taylor
TP.AT consideration be given to Admin Report 82-93,
Garbage Collection By-law.
"CARRIED"
Resolution #C-I029-82, of the Council Minutes of
December 20th 1982, that Item 21, of the General Purpose
and Administration Ccmrnittee Report for the meeting of
December 13th 1982, "Garbage Collection By-law - Orono
and Newcastle, be "TABLED" until such time as Regional
Reclaimers can prove through the Ministry of the
Environment that they can meet all of the requirements of
the Environmental Act, and the terms and conditions of the
site operation licence," was voted upon by recorded vote.
The Tabling Motion was "WST."

THAT the the reccJIlID2ndations in Report Admin 82-93 be
endorsed; and
1. That this report be received; and
2. That the Corporation of the Town of Newcastle award the
contract for the collection of garbage \vithin the Limits
of the Mnnicipal Collection Areas of the former Village
of Orono, Orono Estates and the former Village of
Newcastle to the la.vest responsible bidder, which is
Regional Reclaimars, Newcastle, Ontario; and
3. That the attached By-law 82-184 to regulate the handling
and collection of garbage,rubbish, ashes and other waste
materials within the limits of the Mnnicipal Collection
Areas of the Corporation of the Town of Newcastle, be
approved .

"in camera" with the Minister of the Environment, Town
Staff, the Town's Solicitor, Mr. Sam Cureatz, M.P.P.,
Mr. Gary Herrema, Chahman of the Region of Durham,
Mr. Don Evans, Chief Administrative Officer, Durham
Region, and Mr. W. A. Twelvetrees, Regional Conmissioner
of Works, for the purpose of updating Conncil members on
the status of the licensing provisions of Hale's DLnnp.

THAT leave be granted to introduce By-law 82-184,
being a by-law to regulate the handling and collection of
garbage, rubbish, ashes and other waste materials within
the limits of the Hunicipal Collection Areas of the
Corporation of the Tcwn of Newcastle, and that the said
by-law now be read a first tine.
